Okajima Rokuro, surnommé Rock, est un jeune employé d'une firme Japonaise : Asahi Industrial. Il y mène une vie monotone. Cependant, sa vie d'employé va soudain basculée lorsqu'il sera pris en otage par l'équipage du Black Lagoon, qui sont là pour lui prendre la disquette dont il était responsable.
Rock sera abandonné par ses patrons, il décidera de se joindre à l'équipage en tant que matelot.
C'est ainsi que Rock, rejoint Rebby, Dutch et Benny.

Okajima Rokuro, nicknamed Rock, is a young employee of a Japanese firm: Asahi Industrial. He leads a monotonous life there.
